RIO 2016™ GAMES AND THE “CAPITAL ISSUE”

In 2016, Rio de Janeiro will have the unprecedented experience of hosting the world’s greatest event, the Olympic and Paralympic Games. More than 50 years ago, after the transfer of the federal seat of government to Brasília, few would have had such a promising outlook for Rio, let alone imagine that the reward for the challenges accepted would be the city’s total transformation: from infrastructure all the way to pride in our city.

In the 21st century, Rio de Janeiro will be the first non-capital city to host the Games. During the 120-year history of the Modern Era Olympics, it is only the 11th time that this has occurred. Undeniably, Rio overcomes the fact that it is far from central power by establishing a trajectory that is different from those of Athens, Beijing and London – historical political centres and natural investment magnets because of their status as national capitals. Rio has the opportunity to organise and celebrate the Games, making the whole country proud.

Along with the strategic advantage of a technical project that is fully compatible with the city’s development plan, thanks to Sport, Rio is dusting off projects which have been waiting for decades for the perfect combination of political will and alignment, budget allocation, and realisation ability. Historical urban changes, in tune with the Cariocas’ dearest aspirations in terms of mobility, security, social progress, cultural impact and sport infrastructure, are finally becoming reality and, while we face the intrinsic disturbances common to every transformation process, in the long term this will mean a new city.

The fact is that today the Games are still associated with construction and disturbances resulting naturally from the transfer of sport venues to new addresses. In the four zones designated to host competitions – Barra, Copacabana, Deodoro and Maracanã – the sheer size of the interventions has started to awaken the awareness of the Cariocas. In the interim, one needs to bear in mind that the city is making great leaps rapidly so that the future takes place now.

As designed, the Rio 2016™ Project will allow all Cariocas to benefit from urban modernisation with sustainable growth. Moreover, in just over three years’ time, we will have two Olympic Parks: one in Barra that will give Rio the Olympic Training Centre, South America’s most modern training centre; and another in Deodoro where the public will be able to enjoy the X Park among other sport venues after the Games in in this region with the greatest concentration of youth of 18 years of age. With the new structure dedicated to the practice of sport, Rio will offer advantages that will provide direct benefits to the city and the entire country.

The significance of the Rio 2016™ Games is so patent that the private sector understood the need to invest in the future of a city that always knew what it wants to achieve. The 50% rise in accommodation capacity and the revitalisation of the port area reconciles Rio de Janeiro with tourism, naturally important to the city. In addition to Porto Maravilha, other partnerships were established and governments have been granted cost reductions for a number of large-scale projects.
The secret to the success of Rio 2016™ lies in the union of the three levels of government and society as a whole, all united to meet expectations for a historic change. The organisation of the world’s greatest event is one of those cases in which the added difficulties make the results even more rewarding. Everything is lined up so that Rio can replace another non-capital Host City, Barcelona, as the greatest example of the transformation promoted by the Olympic and Paralympic Games.

OS JOGOS RIO 2016 E A QUESTÃO CAPITAL

Em 2016, o Rio de Janeiro viverá a inédita experiência de sediar os Jogos Olímpicos e Paralímpicos, o maior evento do mundo. Há mais de 50 anos, após a transferência da sede do governo federal para Brasília, poucos ousariam arriscar um palpite tão promissor para o Rio. Muito menos dimensionar que os desafios assumidos teriam como recompensa a transformação total da cidade: da infraestrutura à nossa autoestima.

No século XXI, o Rio de Janeiro será a primeira cidade a sediar os Jogos sem ser a capital do país. Em 120 anos de Era Olímpica Moderna, é apenas a 11ª vez que essa situação acontece. É inegável que, ao estabelecer uma jornada que difere daquelas percorridas por Atenas, Pequim e Londres — históricos centros políticos e naturais polos de atração de investimentos, pelo fato de serem capitais nacionais —, o Rio supera o fato de estar longe do poder central para ter a oportunidade de organizar e realizar Jogos que orgulharão o país inteiro.

Com a vantagem estratégica de ter um projeto técnico em total compatibilidade com o plano de desenvolvimento da cidade, o Rio, graças ao esporte, está tirando da gaveta projetos que aguardavam há décadas pela perfeita conjugação entre vontade e alinhamento políticos, dotação orçamentária e capacidade de realização. Mudanças urbanas históricas e sintonizadas com as mais caras aspirações dos cariocas em termos de mobilidade, segurança, avanço social, impacto cultural e infraestrutura esportiva finalmente estão ganhando um contorno prático e, por mais que o efeito a longo prazo signifique uma nova cidade, estamos diante de transtornos intrínsecos a todo processo de transformação.

O fato é que hoje os Jogos ainda estão associados às obras e aos naturais transtornos da transferência de instalações esportivas para novos endereços. Nas quatro regiões definidas para receber competições — Barra, Copacabana, Deodoro e Maracanã — as intervenções são de tal ordem que já começaram a sensibilizar os cariocas. É preciso, porém, ter em vista a certeza de que a cidade avança celeremente a passos largos, fazendo o futuro acontecer agora.

Na forma como está desenhado, o projeto Rio 2016 vai permitir que todos os cariocas sejam favorecidos pela modernização urbana, com um crescimento sustentável. Além disso, em pouco mais de três anos, teremos dois Parques Olímpicos: o da Barra, que legará ao Rio o Centro Olímpico de Treinamento, o mais moderno da América do Sul; e o de Deodoro, onde, após os Jogos, a população poderá usufruir do Parque Radical e de outras instalações esportivas, na região que concentra enorme quantidade de jovens em torno dos 18 anos. Com a nova estrutura voltada à prática de esportes, o Rio oferecerá diferenciais que favorecerão diretamente não só a cidade, mas todo o país.

A importância dos Jogos Rio 2016 é tão evidente que o setor privado entendeu ser necessário apostar no futuro de uma cidade que sabe aonde sempre almejou chegar. O aumento de 50% da capacidade hoteleira, associado à revitalização da região portuária, reconcilia a capital carioca com sua vocação turística natural. Além do Porto Maravilha, outras parcerias foram formadas, e os governos puderam ser desonerados dos custos de uma série de projetos de larga escala.

O segredo do sucesso dos Jogos Rio 2016 está na união dos três níveis de governo e de toda a sociedade, na compatibilização de expectativas em favor de uma mudança histórica. O esforço de organização do maior evento do planeta é daqueles casos em que as dificuldades adicionais tornam os resultados ainda mais recompensadores. Tudo para que o Rio possa substituir outra cidade-sede que não era capital — Barcelona — como o maior exemplo de transformação promovida pelos Jogos Olímpicos e Paralímpicos.
