Sports Minister, Orlando Silva, State Governor, Sergio Cabral and Mayor Eduardo Paes assessed the International Olympic Committee Evaluation Commission report on the Rio 2016 bid, released on 2 September, as very positive. For them, the document endorses the technical quality of the Rio de Janeiro project, emphasizes the guarantees and the integration of the three levels of government with the bid, and highlights the accumulated experience and knowledge gained with the Rio 2007 Pan American Games. In addition, the report demonstrates full IOC approval of Rio’s concept of social transformation and also recognizes the strength of the country’s economy and institutions.

The Minister of Sport said President Luiz Inácio Lula da Silva was very happy to learn about the IOC document. "For President Lula, the report shows the confidence the world has in Brazil, and that the country is a safe destination for the Olympic Games," said Orlando Silva. "The IOC understood and approved the Rio 2016 Games concept. It will be an event of transformation and social inclusion, Olympic Games which will make a difference," added the Minister.

"The positive evaluation of the report reflects the technical quality of the project, the result of integrated work between the three levels of government and Rio 2016. I would like to congratulate Rio 2016 President, Carlos Arthur Nuzman and Secretary General, Carlos Roberto Osório, for the seriousness with which they have conducted the candidature," said the Governor. Cabral also emphasized the support of Rio residents of and of the Brazilian population for the candidacy, recorded at 85% and 69%, respectively, according to research conducted by the IOC and disclosed in the report. He also referred to the fact that the IOC document noted the synergy between infrastructure investments for the 2014 FIFA World Cup and Rio 2016. "One month to the decision and we continue to work with confidence, seriousness and humility, always respecting the other candidate cities and IOC decisions," concluded the Governor.

"The report is a big boost for the candidacy, because it shows that the IOC believes in the Rio de Janeiro project," said Mayor Eduardo Paes, noting that the document recognized the full integration of the Rio 2016 bid and the city’s long term development plan. Paes also stressed that the IOC identified the accumulated experience of the Pan American Games Rio 2007 as a factor supporting Rio’s Olympic project. "But we'll keep working hard until election day, October 2," concluded the mayor.
