Members of House of Representatives Tourism and Sport Commission were thrilled by the project presented for Rio 2016 Games

The project of Rio Olympic Games 2016 deeply moved the members of House of Representatives Tourism and Sport Commission on Wednesday, November 14, in Brasília. Invited by Commission Chairman, Congressman Afonso Hamm (PP/RS), the President of the Brazilian Olympic Committee and of the organizing Committee for the Olympic Games Rio 2016 Carlos Arthur Nuzman, attended a public hearing to present the plans for the organization of Rio Olympic and Paralympic Games 2016. For two hours Nuzman presented the history of Rio’s bid to host the Games and project details and explained to the House Representatives the next steps involved in the organization of the Games.

“We are proud to stand before this Commission today to submit this magnificent project. I would like to thank the House of Representatives for the support provided throughout Rio’s campaign. This support was critical to the success of our bid and, consequently, to our award in Copenhagen. Our heartfelt thanks to you are extended to president Lula, governor Sergio Cabral, mayor Eduardo Paes, minister Orlando Silva, to the Federal, State and Municipal heads of Secretariats, to the Brazilian Olympic Committees and to the approximately 600 hundred people who worked hard and with dedication in the delivery of this project”, Nuzman said.

BOC president also thanked the House of Representatives for the excellent judgment in handling the requests for public grants submitted by the clubs. “I am at the disposal of the House and the clubs to talk about this subject. When I say clubs, however, I am also referring to the associations, small sport schools and academies that also engaged in athlete training. I totally in favor of the allocation of public grants, provided that is inures to the benefit of all involved. It is important to understand that medals come from all sport disciplines. We must also support the sport disciplines that are not practiced in the richer clubs”, Nuzman highlighted. The Chairman of House of Representatives Tourism and Sport Commission Congressman Afonso Hamm declared that even before the Copenhagen decision he was fully confident that Rio’s bid was to be awarded,. “On April 30 I met with the IOC Evaluation Commission in Rio. Based on the work developed there I was able to see that we had good chances of winning. But, now that the emotion of victory has settled in, we must not loose time. We need to streamline procedures to enable a good development and follow-up of this organization process. This is a commitment of this Commission, which is above party issues and is assigned the mission of working for sport and tourist. As we have already done towards tourism development, we will establish a positive agenda to further sport development . We are parties to a cause which lies above parties and ideologies”, he said.

Congressman José Rocha (PR/BA) summarized the emotion felt by House Representatives. “The videos you have shown were very moving for the magnitude of this victory. We will do everything in our hand to make this event the most beautiful, the best organized and with the largest number of medals for our country”, he highlighted. “The award to host the Olympic Games was really thrilling. We are prepared to deliver an historical edition of the Olympic Games”, Representative Deley (PSC/RJ) declared.

Congressman Otávio Leite (PSDB/RJ) congratulated president Nuzman on the Olympic achievement. “This immense feat is probably one of the most important in your life, an achievement that started in the late nineties and has now been crowned with success. This is a statement I am making from my soul and conscience. This is a victory that inspires our whole country, including the Government and Itamarati in its diplomatic actions. We will try to broaden the share of benefits to sport, so that out athletes will be better trained and prepared to win medals”, he stated.

About the process of Games monitoring, Nuzman explained Congressman Silvio Torres (PSDB/SP) that event budget is broken down into the organization itself and the implementation of the infrastructure works. “All costs related to works and constructions fall under the responsibility of the Olympic Delivery Authority – APO (in Portuguese). In the Pan American Games 2007 we were supervised by all the government agencies – TCU (Federal Audit Court), CGU (General Union Controllership) and the State and Municipal Audit Courts, but several responsibilities were unjustly assigned to the Organizing Committee. By this definition and responsibilities clearly split for 2016 and now, with the follow-up by the International Olympic Committee, we will be better prepared to deliver the Games”, Nuzman concluded.

By the end of the meeting, Nuzman requested the House of Representatives Tourism and Sport Commission to consider the possibility the establishment of a project to direct to sport 1% of the amount of the tariffs charged by the telephone companies. The model is similar to a project, which is now bout to be approved in Argentina, with an estimated collection of 60 million dollars per year for sport. “Allow me to make very clear that this is not being requested for the Brazilian Olympic Committee but for Brazilian sport as a whole”, Nuzman said.
