Main responsibilities/activities
• Reporting to the Venue Management Director, the Regional Planning Managers will manage, lead and participate in the integrated planning, development and execution process for a group of competition and non-competition venues assuring the correct design, planning and alignment with all customer groups and the Rio 2016 Olympic and Paralympic Games.
• Provide leadership and management with the highest level of professionalism, enthusiasm and effectiveness to accomplish the visions, goals and objectives of the Rio 2016 Organizing Committee.
• Professional skills and leadership development including mentoring, training and technical development.
• Assist with the planning and delivery of VEM recruiting, hiring, training, scheduling and infrastructure.
• Manage, lead and participate in a centralized process for integrated venues planning, development and execution.
• Work directly with the all functional areas and stakeholder groups to develop plans, tools, systems, policies & procedures and other related projects.
• Participate in meetings, documentation and issue tracking in order to present a transparent, agile and participative process for Rio 2016 and stakeholders.
• Participate in the Venue Use Agreements project, as well as assisting in the management of the relationship and alignment between venues owners, operators and stakeholders.
• Ensure the exchanges of experience for venues integration through network connections and partnerships, adopting best business practices and guaranteeing the transfer of knowledge process.
• Utilize expertise and best practices to ensure deadlines, costs and quality are properly vetted against the integrated activities of the Venue Teams and the Rio 2016 Organizing Committee.
• Manage, lead and participate in resources, risk, safety and vulnerabilities assessments, ensuring plans are appropriate and properly executed.
• Participate in the planning, execution and analysis of the Test Events, Games Readiness and other tracking and preparatory processes.
• Management and oversight of numerous direct and indirect reports as well as volunteers.
• Proposed Games Time Role: Head of VEM Main Operations Center.

Desirable Experience
• Previous management experience at multiple Olympic/Paralympic Games;
• Clear understanding of the role of Venue Management, event operations, Games readiness and execution;
• Leadership role at Olympic/Paralympic Games or similar mega-event;
• Venue and event management experience preferred; planning or leadership expertise in operational functions such as LOG, VED, EVS, C3 and SPT considered;
• Strong experience in integrated planning, managing and Games operations;
• Experience in project management, data management, documentation and reporting preferred;


Academic Background
• Bachelor degree from accredited university or equivalent experience. Areas of interest: Engineering, Architecture, Business Administration or related fields.

Mission:

Introduction:

Rio 2016™ created a Selection Process for the Sports Competitions Leaders to choose qualified professionals for acting, eventually, in the planning and operation of technical requirements of the sports / disciplines included in the Sports Program of the Olympic and Paralympic Games Rio 2016 ™.
Rio 2016 ™ has as one of its pillars transformation through sport, and considering that, one of the goals of the selection process is to develop and train the Brazilian market in sports competitions management. Thus, is a nationwide process that aims to identify a total of 25 (twenty five) professionals under the following assumptions:
a) Each sport will have a corresponding professional.
b) Each Olympic sport, with an equivalent in the Paralympics and which is played in the same competition venue, will only have one corresponding professional. Example: Volleyball
c) There will be 11 professionals assigned to sports in total, as shown in the table below:

Selection:
The selected professionals will sign a services provision contract with Rio 2016 ™, foreseeing the financial conditions and activities to be performed during the term hereof. The professionals will be financially compensated in the form of per diem for their participation, in addition all the costs related to their activities (flight ticket, accommodation, meals, etc.) will be paid by the Rio 2016™.
The services provision contract to be signed with Rio 2016™ will begin its term in the hiring month planned for each discipline (according to schedule below) and it comprises activities such as: observing national and international competitions , to interact with International Federations of Olympic and Paralympic sports, meetings at the headquarters of Rio 2016 ™, to participate in discussions related to the overall planning of Rio 2016 ™, among other activities. The calls, defining actions and monitoring activities will be in charge of Rio 2016 ™.
During the term of the services provision contract, the professional can remain at his/her current employment, if any, since that doesn’t interfere with the availability to participate in specific activities defined by Rio 2016 ™, during a period not longer than fourteen (14) calendar days.
After the end of the contract term signed with Rio 2016 ™, professionals may eventually be considered to join the entity as part of the staff. Any future hiring of these professionals will be evaluated and determined exclusively by Rio 2016 ™.
In this case, professionals who maintain residency outside Rio de Janeiro will be asked to move to the city, where the headquarters are located. The eventual hiring by Rio 2016 ™ will imply the need for immediate suspension of any previous employment. In case of public officials or people in public functions, the professional will be responsible for taking the necessary legal actions for their suspension, according to legal provisions in the legislation.

Skills required:
Candidates must demonstrate sufficient knowledge and experience to perform the following activities according to the sports / disciplines during the selection process:
• To plan demands and to elaborate a list of equipment needed for activities related to training and sport competitions;
• To establish a closely and directly relationship with Technical Delegates of Olympic and Paralympic International Federations, with the purpose of sharing information on issues related to the organization of the competition;
• To provide on specific information of the corresponding sport / discipline to the different functional areas within Rio 2016 ™, to ensure the proper planning and operation of the training and competition venues;
• To establish a closely relationship with the various functional areas within Rio 2016 ™, with the objective to plan, organize and lead the Test Event for the corresponding sport / discipline, as well as to ensure the coordinated delivery of support services such as accreditation, security, transportation, medical assistance, media, volunteers, among others;
• To participate in the development of policies and procedures for the corresponding sport / discipline, together with the Sport Policy and Operations functional area;
• To establish a relationship with the International Federations / International Paralympic Sport Federation during the Congress and / or World Championships;
• To keep the planning of the corresponding sport / discipline up-to-date for evaluation of the International Olympic Committee’s Coordination Comission (CoCom), during its visits to Rio de Janeiro, as well as during the Project Review Meetings for the International Olympic Committee (IOC) and International Paralympic Committee (IPC), as for the IOC and IPC Sport Departments, whenever requested;
• To develop technical content for publications (e.g., Technical Manual) and monitor the development of other publications (e.g., specific forms) related to the corresponding sport / discipline, with the aim of ensuring their quality;
• To monitor official competition calendar updates for the corresponding sport / discipline;
• To plan the technical visits program of the Olympic and Paralympic International Federations, mainly in regard to training and competition venues visits, as well as to elaborate a list of issues to be discussed with the various functional areas within Rio 2016 ™, with the aim to meet the demands of the Olympic and Paralympic International Federations;
• To act as focal point for any technical issue that may affect the trainings and competitions of the corresponding sport / discipline;
• To plan, develop and validate the training program at Games Time for the corresponding sport / discipline, together with the Olympic and Paralympic International Federations;
• To ensure that information regarding the planning of functional classification that applies to the corresponding Paralympic sport / discipline, is properly collected and registered, in order to maintain current and accurate information;
• To participate and contribute for the elaboration of the planning processes, structure definition, hiring, training and major demands regarding all personnel / staff who will be involved in the Test Event for the corresponding sport / discipline at Games Time.
• To establish a relationship with the Brazilian Confederations in order to contribute in the selection and training of the National Technical Officials;
• To plan and develop the schedule (minute-by-minute) of each competition, considering the days for the preparation and assemblage of the venue, the competition days and the period of removal and / or transition from one sport to another, ensuring excellence in terms of time, costs and quality;
• To maintain a closely relationship with the Facilities Management team, in order to assist in the assemblage of the operational plans at the sport venue, ensuring that all technical requirements are met.

Mission:

Manage the work involved with permanent construction and the temporary structure of the Olympic and Paralympic Village (OPV). Includes working with the integrator contracted by Rio 2016™ to analyze the dashboard schedules of projects for the permanent construction and, along with Venue Development & Overlay, manage the delivery of all temporary Games overlay.

Main responsibilities/activities
• Oversee the delivery of the permanent construction of the OPV by the development partner, ensuring that the development partner delivers to all contractual obligations, as well as to analyse performance indicators of permanent construction, develop plans for improvements, and issue periodic reports to the Board.
• Develop and execute a strategy to ensure the delivery of the temporary Games Overlay within the OPV timeframes and in compliance with specifications and quality standards established by Rio 2016™.
• Develop and execute a design development plan to ensure the timely coordinated inputs from the operational and service providing functions and stakeholders within the OPV.
• Coordinate the activities of assembling the temporary structures of the Olympic and Paralympic Village with the developer and to oversee the procurement and/or support the procurement of appropriate design and work supply packages for the temporary works.
• Oversee the preparation of assembly schedules in order to ensure the best allocation of manpower, equipment and materials as well as to manage the development of a schedule of works, furniture and equipment load-in and personnel move-in and implement works to ensure the delivery of this schedule.
• Manage a detailed program of work and budget for the operational planning of the Village including reports of performance indicators.
• Monitor and control systematically assembly performance, through the analysis of appropriate performance indicators, proposing plans and actions necessary to ensure compliance with the goals and objectives established.
• Check the overhead of building, analysing and evaluating the economic aspects of the production process, with regard to labour, work and quantity of materials consumed, in order to identify opportunities or alternatives to reduce costs.
• Manage and support the development of a scope of work for the facility management phase of operations, and oversee the procurement of a facility management service provider.
• Manage the site mobilisation of overlay work contractors and develop a coordinated site management strategy.
• Oversee Games time maintenance operations.
• Manage the hand over and hand back processes for the OPV site with the development partner.

Desirable experience
Solid experience in all phases of the planning, development and execution of an Olympic and Paralympic Village, or other complex projects where: monitoring of permanent construction; planning of temporary construction areas and its integrated operations; management of delivery of the facilities of the site and understanding of resource management procedures.
Experience and understanding of efficient and effective operational processes across a variety of functional areas related to accommodation, including meals large scale cleaning, transport and entertainment

Mission:

Plan, operate and coordinate a National Technical Official (NTO) development program to ensure Rio 2016™ will have the appropriate number of qualified NTOs for the Olympic and Paralympic Games, as well as plan the delivery of technical officials services. To ensure the excellence of the deliverables considering the operational concepts defined by the IOC/IPC as well as the specific features of each of the International Sports Federations (IFs) and International Paralympic Sports Federations (IPSFs).

Main responsibilities/activities
• Plan and operate a National Technical Official (NTO) development program for all Olympic and Paralympic Sports to ensure Rio 2016™ will have the appropriate number of qualified NTOs for Olympic and Paralympic Games.
o Develop sport specific plans for NTO Development based on the assessment of the current NTO capacity and skill level within Brazil.
o Develop and refine the NTO Development budget during planning and implementation of the project.
o Work with the National Federations to confirm numbers of licenses and skilled NTOs.
o Develop an identification plan for registering identified NTOs to participate in the Olympic and Paralympic Games.
• Plan the delivery of technical officials services for the Olympic and Paralympic Games.
o Work with other Functional Areas to define and confirm the service levels for NTOs, International Technical Officials and Games Officials during the Olympic and Paralympic Games.
o Work with IF and IPSF Services to update the IF and IPSF Memorandum of Understanding with all services to NTOs, ITOs and GOs.
o Work with the responsible FA to develop the operating plan for the Technical Officials uniform distribution plan.
o Develop venue operating plans for technical official services.
o Contribute to the overall Client Plan for IF and IPSF Services, ensuring that Technical Officials Services are appropriately scoped and planned.
o Define and confirm all services during the Games that will be delivered by other FAs including; accommodations, accreditation, transportation, arrivals and departures, food and beverage, uniforming, etc.
o Develop a per diem distribution plan for all TOs.
• Liaise, via the Sport Competition FA, with all IFs, IPSFs and National Federations concerning the development of National Technical Officials and the confirmation of all Games time services.
• Develop operating plans and manage services to Technical Officials during Test Events, where required by the event.
• Ensure the excellence of deliverables regarding datelines, costs and quality.
